In the area of nuclear engineering alone, Link offers well over 400 man-years of experience covering industries such as commercial nuclear fuel production, reactor operations, and defense nuclear weapons production, research and cleanup. Link's nuclear engineering personnel include previous executive level managers of the Nuclear Regulatory Commission and Department of Energy, as well as nuclear facility managers, operators, and scientists.

A sampling of experience and projects that Link personnel have supported:

  • Principal contributors to numerous authorization basis related DOE standards including DOE-STD-1027-92, DOE-STD-3009-94, DOE-HDBK-3010-94, and DOE-STD-1104-96.
  • Led or participated in numerous technical reviews of Safety Analysis Reports, Basis for Interim Operations, Technical Safety Requirements, USQ evaluations and Authorization Agreements (Examples include Hanford PUREX, SRS K-Reactor, Y-12 Building 9206, SRS RUBOF facility, INNEL CCP facilities, LANL TA-55, Pantex weapons staging facilities, and Hanford 232-S D&D).
  • Principal contributor to DOE-STD-1120-98, Integration of Environment, Safety and Health into Facility Disposition Activities, which provides a cost effective method of addressing facility safety basis in facilities being dispositioned.(safe harbor method adopted in 10 CFR 830).
  • Supported teams implementing nuclear safety basis related requirements at several DOE facilities including USQ screenings at Hanford and Y-12; development of Technical Safety Requirements (TSRs); criticality safety reviews at PUREX and other Hanford transition facilities; and preliminary hazards analysis and development of BIOs for Hanford and Oak Ridge facilities
  • Participants in the EH Office of Oversight's Authorization Basis Evaluation process. Link personnel helped evaluate management and organizational effectiveness, AB management strategies, training, contractor oversight, contractor implementation, staffing, and resource allocation.
  • Led numerous successful high-profile investigations for the DOE's Office of Enforcement & Investigations. Experienced in all operational phases of DOE's Officeof Enforcement and Investigations in support of PAAA Rule application and enforcement.
  • Provided corrective action plan strategic improvements and enforcement conference support to a DOE M&O contractor.
  • Developed and conducted PAAA seminars, analysis of major new facility's PAAA categorization and PAAA Rule implementation strategy.
  • Provided advice and consultation to various legal firms involved in DOE PAAA issues.
